About 8-9 years ago I bought a generic high pressure headlight washer kit from 
our national auto retailer (Cdn Tire).  It was under a $100.  I think they 
still sell them.  I installed the kit on a CGT.  The kit contained a reservoir 
& pump, plastic hose, "T's", 4 nozzles, electrical box, in-line fuse, toggle 
switch and an assortment of brackets.  I installed 2 nozzles and used 1/4" 
rubber instead of the plastic and used a blank Audi toggle on the cluster.
The nozzles were actually attached to a flat bracket (included) that you 
screwed underneath the headlamps and were slotted for adjustment.
They worked ok (lots of pressure) but were useless in wet snow/ice which builds 
up on the bumper.
The washer fluid also had a tendency to run back and hit the block which isn't 
the nicest fragrance while driving.
I used this maybe two years then installed Euro's and took them out.  If 
anybody wants this kit I'll see if I can find it.

A friend in London has pop-ups on his Audi, but he doesn't use them in the 
winter.  He says they tend to freeze shut or not retract.

My one neighbor has the fancy wiper/washer set on his Volvo but they don't work 
have the time either.  His complaint is the slush from the road builds up on 
the wipers and freezes and his lights aren't hot enough to keep the entire lens 
clean.

I was in CarQuest maybe a month or so ago and spotted a couple of generic 
wiper/washer kits.  I think they were about $200 and looked like the Volvo/Saab 
units.  Also you might wish to look at the GM kit and I believe Metrix sells 
the wiper/washer kits for Euro's.
