JC Whitney A/F Ratio Meter

    This operation sounds completely normal.  Remember, the CIS in open loop 
will allways be cycling between rich and lean, never just stopped in the 
middle.  That is a good sign that your 02 sensor is working.  The part 
throttle is normal too..
