The inner race is 2 pieces, one for each ball set. 
They are also 2 different diameters, hence the step. 
The hub is pressed in the larger dia., up to the step,
then the axle stub comes in the smaller dia. and it's
face is drawn tight to the hub by that giant
bearing-washer bolt.  IMHO a well engineered system.
