91 100 tranny start lockout

I had the transmission rebuilt on the 91 100 (4 speed electronic box) last 
week, and now today it won't turn over. Turning the ignition key gives 
nothing with the selector lever in any position.
I'm assuming the gear lever ignition lock out is not engaging/misadjusted? 
I've not had to do much to this car, and have no Bentley. How do I access the 
lock out switch, and are there any other suspects?
