Need more info on 1111 code

At least one chipper's products do this.

Don't ever believe a PO who says a car has never been chipped.  Many
times it has (perhaps in previous ownership) and the chipping has been
reversed by restoring the original wastegate spring, leaving the ECU
modifications in place.  I've met several of these this year.
