chipped? How to tell?

How do I tell if my '89 200 has been chipped?  I
removed the kick panel.  There was a small plastic bag
covering the harness connection.  Is this factory?
  The harness appeared to plug into something thin and
white on the ECU but it didn't *appear* to be a chip? 
Or do I need to open up the ECU?  If so, what should I
look for?
