The bulb (type of light) makes most of the difference.  In the latest 
"Bimmer" magazine there is an article about adapting HID bulbs and 
ballasts from a '97 Lincoln to a BMW.

Don't know about the scatter, the rest is dealt with via 
self-leveling motors in the headlight, which some cars have without 
HID lights.
