Really, it depends how well you prep the surfaces. 
RTV can be like welding if its down right, and like
scotch tape done wrong.  You should clean and then
abrade the surface slightly.  Then really clean it
with a solvent that LEAVES NO RESIDUE.  That part is
really important.  Brake clean or some other solvent
that dries without an oily residue.  Paint thinner is
not good.  Well stuck RTV is very strong!
