Wheels locking up

It's common for the e-brake cable to freeze in position, especially when the 
weather gets cold and sloppy wet. My URQ did the driver rear 2 days ago on 
the way home from work. Four blocks form the office I felt it and smelled it. 
The temp was about 32 degrees, road conditions sloppy. Pulling the e-brake on 
hard several times freed it up (luckily).
Definitely don't drive it unless it comes free.
