No, although I'm sure that a committee was involved, the generally accepted 
reason is so that the election would not conflict with first day of the month 
court business at the county seat. The first tuesday after the first monday 
of November for presidential election was signed into law in 1845 by Pres. 
John Tyler, congressional election laws in 1865.
