the gas cap and tank are supposed to be sealed and the engine draws a
small vacuum on them to make sure the VOC's are burned, not released
into the atmosphere.  culprits if it is wrong... charc. canister, CC
freq valve, lines to them, etc...

Huw's correct.

A recently acquired 5kcdtq did this and the cap would almost shoot out of 
your hand especially when the tank got low.  When I rebuilt the fuel system 
it went away.  This car had an after-market fuel pump that wasn't installed 
correctly and the check valve wasn't working, the filter had never been 
changed and the accumulator was shot.

In the old days (last week), I would have suggested that if the engine's 
starts and runs ok and don't want to spend the $$$ right away then you 
could make a vented filler cap.  However, given the recent environmental 
posts I wouldn't dare...so strike the part after "then" and insert "don't 
worry about it."
