Yes it's a leak, but the seam is rusted.  It's leaking at the seam, and while I
have a mig welder, I think it may be too much to fix.  Remember that when you're
welding rusted material, the melting rate is significantly more.  The more you
try to weld rusted metal, the more it crumbles and melts.  I  haven't ruled it
out completely, but it looks pretty bad.  I'll have to wait until the tank is
removed, which yes, involves dropping the whole rear end, the exhaust, and
pulling off the break lines and cables, which in this case are so rusted that we
have to cut them.
