5kq advice needed...

Looking for a car for my mother, and the budget was 3000 to purchase AND 
get it on the road.
Her requirements were:

+ Big, with a good-sized trunk
+ all-wheel drive, to get her up her hill in winter
+ enough of a meaty engine to haul her big butt and mine

So, with those requirements in mind, I found a few 5000 quattro's 
(non-turbo, for cost reasons). This one I found in Maine is pretty nice, 
EXCEPT for some big problems:

+ steering is sluggish
+ brake assist is deadly. i.e. not there

To Huw and myself, this probably meant the bomb or pump was going, or 
already gone.  Of course, we had absolutely nothing to back this up, since 
it was 32 degrees and we weren't going to get under the car.

The question:
Where can I find a mechanic local to the Southern NH area that knows how to 
diagnose the hydraulics, has done a few before, and can get the parts? How 
much do these parts cost?  How expensive is the job? Am I getting over my 
head here?
