CoupeGT Dash Buzz

My '85 Coupe GT has a new/weird problem - a loud buzz comes from the
dash when first started.  While this is going on, the Voltmeter reads
low.  After revving up to 2k rpm, it stops and the Voltage comes back
to normal. I've replaced the emergency flasher switch but no change.
Any ideas?

If I have to remove the dash....  how's that done?
