4KSQ - Won't start, not starter

the third wire at the starter runs *back* to the fuse box to supply
battery juice to a few items that need to run while starting (and
running), I think this is to reduce the effect of voltage drop due to
the starter using all the battery current.

this is I think the bottom wire on the starter, the top one is the
trigger wire that makes it crank.

measure that trigger wire with it off and the ign key in "start"  12v?
if yes, sw is prolly good.

jump that terminal on the starter directly from the big fat battery wire
- if no crank, you have a dud dead died starter.

other things to check... battery ground to chassis and especially block
(at a tranny/block bolt). alt ground - the case to block.

so let's see, in the subj you say "not starter" so I presume it cranks. 
if so, not starting is usually the result of one of three things missing
- fuel, air, or spark.  smell gas at the tailpipe after cranking?  (esp
with accel pressed)  it's got gas (or not...)  check a spark plug while
cranking (use a spare plug carefully grounded to the block - don't pull
one, you could make a mess) - sparky?  and it is hard not to have air...
even if the ISV doesn't work, cracking the throttle will make sure air
is present.

Oh, and make sure the "spare" fuse is in place in the little side holder
in the fusebox.  It runs the fuel ECU.  check intake manifold ground
wires - ditto.

As I babble and keep reading I see two things you say - 1. "not starter"
and 2. "not even turning".  These two observations are contradictory in
a sense.  I suppose you mean the starter works when "jumped" but does
not turn when the key is switched to "start"?
