HELP with climate control for 87 5ktq

Since there are a few replies on climate control.  I'm having a few problems
with mine. (87 5ktq)

Currently system is not charged with freon, as its november in new england,
im not worried about it.  When getting in the car and starting it, the cc is
set to def high.  SOMETIMES it starts right away with high speed blower, and
other times it takes time to start.  I know there is a delay built into the
system, but I was under the impression that def bypasses that delay and
reguardless this delay is ocurring intermittantly with no dependancy on how
long the car was shut off (sometimes all night, somtimes a couple hours
sitting).  I have replaced the blower control module (or whatever its called
)(the part that has a giant heat sink next to the blower under the hood).
Is this a problem with the blower brushes or the is it the control module
under the dash?
