a) Check the bulbs.  There _are_ such things as 55/100 watt bulbs about,
   but they're rare.  Let's just not miss the obvious.

b) Check that the flat part of the reflector (vertically underneath the
   bulb) isn't dirty or corroded.  It's used much more by the low beam
   than the high.
