Xenon light retrofit redux

real xenon discharge lights are never high-beam, they only do low beam 
[since there is no filament and no way to have 2 different lights in one 
bulb]...that's why those w/ 4-headlight systems can actually contemplate 
xenon conversion. but I couldn't afford them.
