Your starter is turning without engaging the teeth on the flywheel (the
means by which it turns the engine over). More than likely the starter is
corroded and/or dry of lubrication internally so that the solenoid cannot
advance the gear. So the gear spins (the whirring sound) but does not move
ahead to contact the flywheel.
