Yes and No.  They do what you said, but they do provide a runoff gutter of
sorts.  When it rain, you can get a slight layer of moisture between the brake
pad and the rotor which needs to go a way before the pad "grabs" completely.
The slots give the moisture a place to run-off.  The slots also clean the pads
and help avoid pad glazing.  My two cents.
