The problem (at least in Virginia and probably other states) with the
"ticket overpayment plan" is that tickets are not paid to DMV, they are paid
to the courts. The courts will most likely not be uniform in how they deal
with an overpayment and almost certainly would not delay communicating a
violation to DMV.
