hi boost problem on 87 5ktqw

looking to add another wagon to the quattro fleet.  owner claims that w/
lower wastegate hose from intake manifold removed car runs 1.1 to 1.2 boost.
if plugged back to wastegate it over boosts to 1.8.  seems to have opposite
affect of what i thought that hose did.  any idea what's going on here?
