motion to ban mime posts

I would be happy to do this but I need help from some of you boffins. I
have MS Outlook Express and have my outgoing messages set to "Plain Text"
rather than HTML. However when I look at my Plain Text Settings I see that
it is set to Mime format. The other choice is "Uuencode". Is this the
preferred setting?
