Two possible sources of "steamy" windows:  Leaking heater core, in which 
case you should smell antifreeze, or the drains below the A/C evaporator 
are plugged with leaves, acorns, pine needles, etc., so there is water 
standing just outside the area where fresh air enters the HVAC system.
