Brett -
I don't see why yuou think it's so impossible (or improbable) that an individual would churn out a chip that was a good or superior to a company chip. My example would be JME - John Millege Engineering. Arguably the best engine builder of 944T/944/924S motors in the US, he burns his own chips - and the performance shows. And he works by himself, and makes everything himself. And his cars win at PCA races. I'm not saying that Ned is actually burning his own chips - I don't know. However, it is possible for an individual to REALLY know a car (and the 944/944Turbo motors are just as complexe as the Audi 20VT motors). Just something to think about - I think you may have overstated your case.
My experience with TAP was also horrible - they sent me the wrong brake pads, then claimed that they refunded my credit card (I payed COD, have no credit cards), all the while claiming that they were unaware that there was any difference between the FWD 4000 platform and the Coupe GT platform. Excusable for a NAPA store, unexcusable for an expert audi tuner, in my opinion. On top of that, I was repeatedly lied to, and accused of lying to them about the pads (They also sold me a Jamex stress bar which they vigorously denied was a Jamex unit - the reason that I bought it. It showed up in a Jamex bag, with Jamex stickers, and appears in every regard identicle to any Jamex unit.) Shady buisness practices - stuff that shouldn't be going on regardless of how well their chip works or doesn't work.

No offense meant towards you or your opinions, of course - but buyer beware.
Later!
