Hi Phil,

Wrong.  I opened and examined an IA chipped ECU and it did have a chip in 
it.  A prom vs. the usual eprom.  No socket, the install was very 
clean.  The numbers were sanded off the chip and a sticker attesting to the 
California certification (Executive Order) was pasted on top of the 
chip.  That EO means the ecu is legally 50 state certified.  Probably why 
it costs what it does.
