The fuel pump should not run unless the engine is running (at least that's the way
my 4kq is set up.  The pump will run briefly when the key is turned to 'On' but it
will stop after about 1 second.  It run continuously only when the engine is running.

When I bought the car, it had the wrong relay, and the pump would run constantly
whether the engine was running or not.
