Alan doesn't say which car / engine he has. But, for the 5k cars
with the MC engine - grounding the fuel pump relay will *definitely*
diaable both the overboost control and the rev limiter.
With the MC engine, the rev limiting is done by the ECU. And the
ECU's way of telling you the engine's going to get hurt from
over-revs or overboost is to unground the fuel pump relay, which
shuts off the fuel pump ... now figure, normally as the engine
stops running for a moment the problem goes away and the ECU again
grounds the relay.
