200 dies/weird idle/relay behind glovebox?

Any help would be appreciated here. Tonite our '89
200 died on my gf. It was low on gas, plus rainy, so
we thought maybe water/condensation in tank. After
sitting for a few minutes it started up. Go to gas
station, fill 'er up. Dies immediately after being
filled. Starts again, then idles rough briefly. For
good measure, put some Heet in the tank.
Drive it home 10 miles, dies just as I pull in the
driveway! I also noticed the following:
-when climate control is on "auto" (which apparently
causes compressor clutch to engage?), very noticeable
and frequent power surges. I'm used to occassionally
feeling the compressor kick on, this was far worse.
-tach is sometimes slow to drop to about 1k when
clutch is fully depressed or when at a stop. Tach
likes to hover around 2k, although I honestly can't
tell if the engine is really spinning that fast -
doesn't *feel* like it.
-obnoxious clicking/tapping noise from behind the
glovebox. This isn't as "sharp" a click as I'm used
to hearing from a relay, but that would be my first
guess?
-after it died for the last time (in the driveway), I
tried to restart to see what would happen. No start.
On first hit tach jumped to about 4k, after that, no
tach movement whatsoever during cranking. Don't know
if this is relevant but worth mentioning (I know it's
very relevant on Fords).
