it's easier for the voltage to jump the gap outside in the normal air 
pressure, but under 100+ psi, it's very difficult for the plug to jump the 
gap. I've seen when I tested airplane engine ignitors inside a pressure bomb.

You can 'voltage' testers that can tell you how much voltage is at the 
wires. The tool is just an adjustable screw. The voltage jumps from the tip 
of the screw to a fixed base which is connected to grnd. The gap for a full 
30k volts is more than a 1.5" gap. So to really test it, the gap should be 
much wider than 1" That also should tell you dangerous testing the wires 
can be if you don't have something grounded to it. You don't wanna become 
the ground.
