200 hall sensor question

Is there supposed to be power at the 3-pin connector
for the hall sensor when the key is switched on?  If
so, what would cause no power here?  Vehicle is an '89
200, an "earlier" '89 from what I gathered on the
archives as there is only one window in the dist.
