Wheel bearings...

This could be but still, the hub will wobble like h#ll until the nut is
tight, even with brand new bearings. BTDT... Thought I had defective
bearings until I put the car on the ground and tightened the nut to proper
specs.

My guess is that they were pressed in using the inner race and they're
buggered.
