IME steering pump groan = air in the pump.  Always. 
Somewhere.  GM, Mopar or ferreign jobs.  Usually wit
der U.S. models, they're just low on fluid.  Sealed
type pumps usually have a small pocket of trapped air.
 Bleed by turning quickly from lock to lock with
wheels in the air.  This can occasionally be a bear. 
Now I try to prefill any component as much as possible
with new fluid to lessen this effect.
