I've heard that special paint is used on plastic bumpers. The reason for
this is that plastic is, well, a plastic material and flexes more than
steel, thus needing a more plastic ("soft") paint.

I agree with you. BTW, Audi designers seem to agree as well, there's a
reason for which the only European model featuring US bumpers is the
high-end 200Q20V
