1.8 BAR, Is it safe?

I have a 1986 5000 Turbo Quattro, I heard that 1.4 BAR is the maximum safe 
boost to run but I keep hearing about people running at 1.8, Is 1.8 safe? Do 
I have to do any other mods to run at 1.8 safely? Can I change the wastegate 
spring and leave the stock chip and get the same results? what does the chip 
do by itself? Can anyone give me some info on this stuff?
