actually i think I saw it show up today, but not sure. Welcome to the 
wonderful world of CIS. Answers are hard to find, and there is a lot of 
mis-information out there. Sounds like your mixture is either leaning out 
or going too rich. Either one will give sluggish response. On my 5kT, I 
hooked up an air-fuel ratio gauge to the O2 sensor so that I could see what 
was going on. I don't think I could drive the car w/o it now. I found out 
exactly what was happening at different conditions, which is impossible to 
tell w/o it. You can get one for $50 from most distributers. This will tell 
you what's happening on those hot days when the fuel is not correct.

But w/o this gadget, make sure the air-flow sensor moves freely and evenly. 
check for vacc. leaks very carefully, esp. where the clamps are which is 
where the most stress is. Also make sure the cooling system is ok. The 
engine will run poorly if too cold or to hot. The temp should be right in 
the middle. Testing the fuel pressure w/ a kit from JC Whitney [$55] will 
also pinpoint problems in the fuel system. Just some thoughts...
