titles (no audi content)

Your state registry system can tell you the process in your 
state.  Generally, it involves something like having the police check the 
VIN for a theft history and then getting a vehicle bonding outfit to issue 
you a bond to insure the state won't be liable for the value of the item if 
they issue you a new title.
