Mammoth/Ownes Valley are good places to catch odd car testing.  I, too, saw 
Lupos being tested last year in Mammoth.

However I doubt if Skoda would come here (at least not w/that name) butchya 
never know. I'm no VW chairman, BUT, I would introduce the low-end Polo line 
into the US (maybe bring back Rabbit name) and NOT introduce the, IMO, 
upline VW models that are supposed to compete w/M-B. Not that I'm against 
nice VWs, but losing the lower market to Honda/VW/Ford/Chevy/etc. is a 
mistake. I can't see many E-series shoppers (to whom name is everything) 
comparison shopping and picking a *gasp* VW instead.
