350 HP Potential for CIS

Ned CAN build a 350hp CIS. But in many conversations with him its not that feasible. He can do it, but at that point its amost better to just buy a 91' or an S4 OR if its a 4ktq or ur-q drop a 20v into it. There was a time when the 5ktq was relatively new when you could justify the money to do this but now with a 91' reachable for $8k or $10k whats the point?
Basically, as the engine sits your limited to about 275. THats with CIS still and factory EM and Intake Manifolds, Cam, maybe a freed up head, exhaust, and slightly modded turbo. Basically with a stock turbo youre hard pressed to get beyond about 260. BUT, 300+hp is achievable, it just takes new EM, Extrude honed intake, New Turbo, Big IC (91' IC can work but even it is overworked a bit at 350hp), and of course more fuel. LOTS more fuel. THats where it gets complicated. I dont know his exact program for doing so, only he does. But it isn't cheap. I know it includes bigger injectors and a modded CIS Fuel Dist. If you want 250 - 275hp stick with a CIS 10v. If you want more either add EFI to your engine or get a 20v. Sorry I cant be more help.

I have read different posts that indicate the Ned Ritchie says that CIS is
good for about 350 hp in a MAC-11 engine. What are the necessary steps to
building one of these 350 hp engines? How did the rally cars using the
10v head get 400 hp? What injection did they
use? Graydon? Scott? Igor? What do you guys know about this?
If I left you out I didn't mean to...
