Lower Engine Cover

Did the 84 4ksq come with the lower engine cover, mine does not have it and 
when I drive it in snow (18 inches) steam comes out from the lower engine 
part because of the cold ice touching with the hot engine.

Also, in my 84 4ksq there is this belt (a/c??) that you can see partly 
sticking out of the lower part of the litle metal part (where the fiberglass 
spoiler resides), so when I drive it in the snow or in rain the belt slips 
and screeches like crazy, is this supposed to happen I mean is it OK, or 
should I have to get the fiberglass spoiler for my 84 4KSQ (the bumper is 
not the same as the one on 85-87 4ksq).

Any help is greatly appreciated.
