It sounds like that's the way it should be, but in the US, it seems that "stupidity"
is a valid excuse. I believe that there are few (any?) conditions where coverage
would be flat-out denied by an insurance company. This is assuming you have purchased
what's called "collision" insurance. Many opt for just "liability" coverage, which
pays for injuries to people and other's property.

However, once an insurance company pays a claim related to stupidity, they will
probably drop your coverage at the first opportunity, such as at your semi-annual
payment. Then, you'll have to find another insurance carrier. If it was a very costly
accident or alcohol-related, you will likely see your rates increate 4-5x or more.
Generally, though, insurance is available for everyone, it's just a matter of how
much you're willing to pay.
