I have no way of confirming that #13 is for heated seats, but if you found
another one with the same part number right next to it they probably both
are indeed for the heated seats (there is one for both the left and right
seat).  Could the relay clicking have been due to the fact that one of the
heated seats was turned on?  If not, are you sure that this was the relay
that was clicking?

There is a module which controls the "one touch down" feature of the
driver's window ... it also provides the power to the other windows &
sunroof so that they will continue to operate after the car is turned off
until one of the front doors is opened.  This module is unique ... you
should find no other modules that are identical in one car.  If you swapped
this relay for another you might well have the windows go down and stay down
... or perhaps create some sort of unintended circuit that would end up
blowing a fuse.  I would never recommend indiscriminant swapping of relays
in the panels ... 

If your car is older than '87 you will find the driver's window control
relay looks like a standard single module relay ... a newer car will have a
double width module.  Whenever I hear of a report of a window operation
problem the relays are actually one of the later suspects I investigate.
First check to see that the switches are operating properly ... if they
appear to be functional, the next thing to look for is broken wires in the
loom in the door hinge first at the driver's door and then at the door which
is having problems.
