buzzing relay problem solved (STUPID ME)

I feel really stupid right now.  I even claim to be an electrical engineer!
It turns out I was missing an entire ground wire in my system.  After all
the talk about grounds and low voltage under load, I checked the buzzing
relays under load.  They were only getting 6.5Volts from the right factory
headlight socket.  When I measured the socket unloaded and with a bulb in
it, it read 12Volts.  Then I just stared at all the wires for a while.  Then
it just jumped out and hit me in the face!  There was nothing plugged into
the ground wire socket of the headlight socket I was driving the relays
with.  As soon as I connected that to chassis ground, EVERYTHING WORKED!
Thanks again for all the help and clues.  Now I just need to find a good set
of H1/H4 Euro Lights for a B4 90.
