In consulting the bentley, the secondary test is for the resistance between
1 and 4 (with 4 being the connector for the coil wire) which is spec'd at
5-9k.  Also note that you should check the ground connection of the coil at
the firewall.. strange things can occur if you have a bad ground here.  This
is (one) of the reasons why I couldn't get my 4ktq running at first.

For the PRIMARY test (between pins 1 and 15) the spec is .5-1.5 .  Bentley
says if it fails spec to replace the coil so aparently the ground is
irrelevant to the resistance spec between 1 and 15 but IS relevant for 1-4.
So it sounds like your suspision is correct.
