4kq power steering...yikes!

My steering locked up while doing a u-turn today.  I'm not just talking hard 
to steer, but total lockup!  I changed the fluid out last year when it did 
the same thing, and it did ok up till lately.  It's been getting harder and 
harder to turn as if the power is getting less.  The belt is fine.  Should I 
try power flushing the fluid at a d&r center or something?
