Back in the day when I bought my 86 4000 Q at 78,000 miles the car couldn't
do over 65MPH on the test drive.
That was the resistance level from the spark plug wires shorting out the
spark to the pool of oil around the spark plugs in the block. New wires and
degreased and I sware that 100+ is attainable if the road is long enough.

Could be a blockage of some kind such as rust in the plastic "fuel" filter
(water trap), fuel tank intake, fuel pump, clogged injectors.
Or a slipped tooth on the timing belt. I have seen that symptom once on a
adnoh, it would slow down on higher speeds.
