RCD Phantom cloaker? Snake oil?

Started reading about a gizmo called a "cloaker", Phantom RCD.  Allegedly 
"sheilds" as well as warns against radar, even instant on.  Obviously I'm 
intrigued enough to post, but skeptical enough to ask.  So, anyone know if 
this is snake oil/real deal? technology involved? etc.?

So far my current MO of "prudent speeding" and living in street-crowded LA 
has been ok. But for long highway trips, I sometimes get the urge...
