RCD Phantom cloaker? Snake oil?

I worked in the military in electronics and had some training in radar.  To
the best of my knowledge , there are basically 3 ways to beat speed radar if
you havent been able to detect it before your in range.

1.  Jam the source....  need a powerful transmitter to overload the radar
gun's receiver and you would have to be able to detect the freq of the
originating  radar signal... as far as i know this is illegal to do.

2.  Somehow make your car have a smaller radar cross section by either its
construction or by special paint or outside coatings (such as the F-117).
(interesting side note: Heard of a young kid that was stationed at Beale AFB
when the SR-71 was located there... He was told to dispose of some out of
date SR paint... well instead he painted his car with it and it has radar
absorbing properties as well as being classified material... was supposedly
tooling around base and the cops could never get a good speed reading on
him... well they took him and his car away!)

3.  Dont speed :)
