Power Steering Flush Procedure?

I need to flush my power steering fluid and clean out the foam filter in the 
reservoir.  Whats the best way to do this without major surgery?  The 
steering is locking up on me on occasion, and the Bentley shows a 'pressure 
limiting valve' on the pump itself that might need replacement, but i'm gonna 
try the fluid first.  Of course, the Bentley doesn't show how to change the 
fluid...
