Until the turbo hits overspin, the turbo should get 1.3 - 1.4 bar.
Possible easy reasons it doesn't:
Bad dash gauge. SJM's site says that they aren't accurate
WOT switch not functioning (if they are original, it's possible)
I'd suggest checking SJM's comprehensive site to see what else can
reasonably be checked.
